When they use crating to get around this - typically the dog ends up crated for hours on end with no relief. So yes, that sort of crating can make the dog neurotic. But he was well over 100 lbs even if he wasn't overweight (my mom chronically overfed all of our animals) and he was just huge and blocky (although I'm happy to say, not quite as appalling as the example you posted).
